Scott Moore -

Scott P. Moore's practice focuses solely on the defense and preventive representation of employers and housing providers (including real estate agents, architects, engineers, developers, management companies, and nonprofit associations) in all civil rights matters. Scott is a former senior trial attorney with the U.S. Department of Justice and now represents individuals and businesses with respect to litigation in federal and state court and arbitration proceedings concerning fair housing and public accommodation issues.

Scott served as lead counsel on numerous cases brought by the Justice Department under the Fair Housing Act and Title II of the Civil Rights Act. Scott negotiated two of the largest settlements of pattern or practice cases brought under the design and construction provisions of the Fair Housing Act-- U.S.
Scott has lectured extensively on the Fair Housing issues. He has given presentations for the U.S. Department of Justice, the U.S. Department of Housing and Urban Development, the National Council of State Housing Agencies, the American Association for Homes and Services for the Aging, Harvard University, the University of Illinois School of Law, and the Ohio Civil Rights Commission.

Mark English has vast experience with multifamily housing programs, with particular experience concerning LIHTC and federal housing programs. E&A Services, Inc. performs accessibility site inspections and blue print plan reviews on multifamily housing complexes to assess compliance with the Americans with Disabilities Act, Federal "Section 504" Requirements and Fair Housing Accessibility issues. Since 1992, E&A Services, Inc. has performed inspections in 49 states, and has inspected more than 110,000 multifamily units.

Mr. English has taught more than 300 Accessibility Educational Seminars regarding Section 504, Fair Housing and ADA. He has participated with Organizations such as the National Council of State Housing Agencies (including 17 state agencies), the National Association of Home Builders, the National Council for Affordable & Rural Housing (including 15 state chapters) and the Southeastern Affordable Housing Management Association, USDA Rural Development (RD) and HUD.
