Scott P. Moore

Mark English has vast experience with multifamily housing programs with particular experience concerning LIHTC and federal housing programs. He is President and CEO of E&A Services, Inc., which performs accessibility site inspections and Capital Needs Assessments (CNA's). Mark has taught more than 375 educational seminars regarding Section 504, Fair Housing and ADA. He has participated with organizations such as National Council of State Housing Agencies (including 17 state agencies), the National Association of Home Builders, the National Council for Affordable & Rural Housing (including 20 state chapters) and the Southeastern Affordable Housing Management Association, USDA, and HUD. Mark is also the author of SourceAbility CD-ROM. SourceAbility is the most comprehensive collection of accessibility resources available for Fair Housing, ADA, and Section 504. Mark also published the UFAS Pocket Edition (Uniform Federal Accessibility Standards), which is one of the most-used accessibility tools in the industry.

Scott Moore has over 14 years of experience in providing consultation and representation to the housing industry and is widely recognized for his experience in housing law and litigation. Scott has worked closely with the U.S. Department of Justice, U.S. Department of Housing and Urban Development, and USDA/RD over the past 14 years. He served as a senior trial attorney in the Housing and Civil Enforcement Section of the Civil Rights Division of the U.S. Department of Justice in Washington, D.C. and prosecuted some of the largest pattern or practice fair housing cases brought by the U.S. Scott has provided fair housing, public accommodation, Section 42, and RD 3560 training across the U.S. for the housing industry and national organizations such as the U.S. Dept. of Justice, the U.S. Dept. of Housing and Urban Development, the National Council of State Housing Agencies, the National Affordable Housing Management Association, and Multi-Housing World. As a person with a disability, Scott is able to weave his personal experiences with his intricate understanding of housing law to provide training that is informative, engaging, and entertaining.

Allison Balus
David Kramer

Allison Balus has more than 7 years of training experience in a wide range of areas, including multifamily housing compliance. Allison has successfully represented property managers, developers, builders, design professionals, and nonprofit organization in all aspects of fair housing and public accommodation law. Her practice includes Housing counseling, litigation and training with a primary focus on fair housing and RD 3560 compliance. Allison's experience in litigating federal fair housing cases has provided her a deep rooted understanding of the practical ramifications of federal laws and regulations. She brings her experiences to audiences to provide solutions to the complex problems arising in designing, building and managing multifamily housing.

David Kramer is an accomplished speaker who has been providing training & conducting presentations for nearly 20 years. His substantive knowledge, interactive style and extensive experience dealing with government at the federal, state, and local levels make him a uniquely qualified presenter. David's Housing practice focuses primarily on regulatory compliance and providing training for property managers for Section 42 and Section 515 properties. David is fluent in Spanish and Portuguese. His language skills hav also proven particularly beneficial to housing providers with Spanish-speaking employees.
